The Facts on housing and affordability

The development proposal that has been submitted to RBKC for determination has benefitted from substantial consultation with a variety of neighbours, businesses, stakeholders, and resident societies to hear their thoughts and feedback.

As a locally based business we are committed to an open and transparent approach which helps people understand the necessary detail considerations that combine to form the planning application. Here, we set out the facts around the housing that is proposed on this site, particularly as there has been inaccurate information appearing on social media in the past couple of weeks. We hope this is useful in clearly setting out the facts and how the development helps to meet local needs.

Affordable housing
Fact The Royal Borough of Kensington & Chelsea’s planning policy, and that of the Greater London Authority, supports the delivery of build to rent homes. 344–350 Old Brompton Road will provide 51 rental homes for local people to live in.
Fact Nearly half of our homes will be affordable. We are providing 23 affordable homes, 45% of the total homes and floorspace and 49% of the total habitable rooms. This comprises seven affordable homes that are to be provided after a previous planning permission to redevelop the former Tournament pub site was never built, plus a further 16 affordable homes.
Fact There are currently no affordable homes on the empty site. All of the 23 affordable homes provided will be new additional affordable homes for local people.
Fact RBKC will have 100% nomination rights for the 23 affordable homes. ECDC are in discussion with the borough to agree a mechanism that will allow us to prioritise key and essential workers who have a local connection.
Fact The 23 affordable units will be guaranteed in perpetuity through a Section 106 legal agreement. This means these will always remain affordable with a range of significant discounts in place.
Fact The affordable and private rent homes will be owned and operated under a unified management arrangement, will offer longer tenancies (e.g. three years or more to all tenants) and have been designed to ensure that all residents have access to the on-site amenities.
Affordability
Fact The 23 affordable homes will be genuinely affordable to local RBKC residents. Over half of the homes will be provided at the London Living Rent (LLR) level for Notting Dale ward (i.e. the lowest LLR level in RBKC) or lower. The affordable homes will be at significant discounts, ranging from 30% - 84% less than market rent or capped at a maximum rent per week of £321 including service charge, whichever is lower.
Fact The affordable rents start at £181 per week for a 1 bed apartment. There will be a 4 bedroom home with two of its own private terraces that will be provided at a rent of just £214 per week.
Fact One third of households living in the Earls Court ward and 21,000 households (CACI 2019, data – referenced in our Affordable Housing Statement) in the wider borough will be able to afford these discounted market rent homes. None of these could currently afford to rent housing on the open market and will never qualify for Social Rent tenure so would not have any suitable affordable housing options enabling them to live in the Borough.
